I'd have thought the pre-cooler, which is what this funding is about specifically, would be beneficial to the air intake of scramjets. That ties in with
Presumably if you can cool the air going into your scramjet, you won't need exotic materials to cope with the high temperatures - the engine doesn't necessarily need to be reusable.
