Apparently most countries have been doing it wrong with their stealth reconnaissance UAVs. They apparently need to train up some Pigeons!!
Re: India police to examine ‘spy pigeon working for Pakistan’
Pretty sure the CIA has used pigeons in the past, they might not be too far off!

Pigeons were used by the Allies to convey messages from occupied territories during WW2.

Didn't they also try exploding, or bomb-carrying, bats in the hope they'd perch under the eaves of buildings in Japan?

Yes the US did try incendiary bats. https://en.wikipedia.org/wiki/Bat_bomb
And designed and tested pigeon targeted homing bombs https://en.wikipedia.org/wiki/Project_Pigeon
Both are less silly than you might think, test where showing practicability but time and resources not best wasted on them and both where superseded.
tests showed that the firebats could be 10times more effective than a similiar volume conventional firebombs from high altitude, but an Atom bomb was even better.
pigeon guidance worked but was timely to train for a single use and radio control was easier.
Soviet union tried anti-tank explosive Dogs https://en.wikipedia.org/wiki/Anti-tank_dog
