That is one factor, as many Euro nations now have restrictions on blade carry. In general, a SAK is one of the few things one can still carry without restriction.
But more than that, it's widely recognised and regarded as the least threatening option, making it very office-friendly.
A lot of people buying them as gifts go with the 58mm Classic SD, which is why it's the biggest seller for Victorinox... but really the 91mm size tends to be the most usable. It's then just guessing which model has the most useful tools for your intended recipient(s). For urban dwellers, I suggest scissors, pliers and a Phillips screwdriver (ideally the inline version, with either an LED torch or the magnifier opposite), whereas the woodsaw and metal saw/file are more useful for outdoorsy/DIY types. Most of the other tool options tend to be centred on more specific activities, like fishing.
There is also the Cybertool range, with a 4mm bit driver and 5mm D-Sub socket, which was designed for electronics/IT peeps, but it's pretty expensive.
