The NHS and the Chinese......
....Decided to hold a boat race on the river Thames.
Both teams practiced for months to be in top shape for the race but on the day the Chinese won by a mile, understandably the NHS team were very down and morale sagged.
After reviewing the race the NHS team ordered an investigation into why they lost by so much, the prelimnary findings were that the Chinese had 8 people rowing and one steering whilst the NHS team had 1 person rowing and 8 people steering. To be sure a consultant was hired to conduct a full investigation
Six months and several thousand pounds later the consultant reported that the problem was indeed that the NHS team had only one rower but 8 steerers.
To combat this the management decided to change the team makeup, 3 steering mangers were appointed, a steering chief executive and a director of steering services. A performance and objectives scheme was setup to provide the rower with more incentive to work harder.
Another race was arranged and this time the NHS lost by 2 miles.
The rower was laid off, the oars were sold, future orders for boats were cancelled and the money saved was used to reward the steering comitee with above average salary increases.
