Just after her forehead looks waaaaay too shiney. I'd have to say it's a transfer and simply a publicity stunt (notice the lack of close-up shots, touching/rubbing it or actual tattooing).
EDIT: also her head would be bleeding like crazy just after and inflamed for days after the procedure
I'd say transfer as well, having ur forehead done would hurt loads as its pretty boney area....
