Yes!
You must be at least 18 to drive in France (which you are!), and as a new driver you must stick to lower speedlimits, of 110kph on the motorway and 100kph on dual carriageways.
This is one of two very sensible bits of safety legislation which we should adopt in this country, the other being that the speed limit reduces for everyone in wet weather!

More of the issue is that you need to check that you have adequate insurance.
You may only need to be over 18 to drive in France, but you can't usually rent a car until you're at least 21, so are you taking your own?
Yes, your insurance policy will only give you the minimum legally required insurance to drive in a country in the EU, normally third party only. If you want fully comp insurance abroad, you will have to pay extra.
New drivers are for the first two years in France.

its gonna be cheaper to spend 200 on a late deal, per person. than spend 2 ton on getting to the South Of France + accom + travel time + petrol.
bordaux is only 800 miles each way - i do it for surfing. its not that bad and if you take the a roads you can get a nice view. alternitively - get the ferry to bilbau and drive from there?

I wouldn't drive to the South of France unless I actually wanted to see the sights and enjoy the drive. Far cheaper and easier to fly. Easyjet fly to Nice airport, and from there you can get pretty much anywhere from Marseilles to the Italian border easily on the train that runs along the coast.
I've been to Nice a couple of times and enjoyed it- but the SoF isn't cheap IMO- you could eat out for a lot less in Spain, for example.
Just on the off chance that you do decide to drive, there are various funny regulations worth googling for, like the requirement to carry a warning triangle, and have correctly dipping headlights etc. etc. I never bother when I'm nipping over for fags and booze, but I'd make sure I was legal if I was planning to go any significant distance.
