I phoned up T-Mobile and told them I needed to use the phone in Europe, they "enabled" it and told me that I would get charged "the earth" for calls I made while abroad.
So basically phone up their customer service and tell them. As long as your phone supports roaming you shouldn't have any problems.
You need international roaming as well as your international calling bar lifted. You DO NOT need a dual band phone to use the phone in europe, but it will help, some countries operate on one system, other countries on the other (900 and 1800GSM systems).
You only NEED a tri band phone to use it in the USA (they use the 1900GSM system)

think so i phoned them up and told them and they said to do sommot like send 1 text when i got over there but it still didnt work, my mates didnt either and he is on the same network

Depending upon your credit rating you could be asked for a deposit. Your calls will be expensive, about 60 pence per min to make calls and 30 to recieve them. Yes you pay to recieve calls, as you are using another companies' system.
Those prices are Oranges for Europe BTW
