Well it could be anything suitably skinned i suppose. I think that in reality that sort of agency would probably use a custom designed operating system and related databases for optimum efficiency as well as security, otherwise you'd have someone coming in and loading Quake in their spare time for a quick blast! (And dont say you'd limit access, we've all seen that Chloe can just crack passwords if she "just tries harder"!!!)
I do remember reading that Jack (and presumably all of them) use Palm-based handhelds, but honestly cant remember if that's true or not.

basically it'll be some linux variant, if they were being authentic then probably SElinux.
I'd go for WindowBlinds, there's probably more people out there who can quickly knock up a convincing "Different" looking OS using that than using Linux. Also more of the crewe would understand it if it went wrong.
in the original 24 episodes it used to be apples, it makes me think that 24 and apple fell out and apple stopped sponsoring 24(just a guess)
