How much does the picture quality of a TFT screen change over time? Will a 2 year old good quality screen still look good?
How would it compare to a new but budget screen?

Why not look at and old screen on a mobile phone or digital camera? The oldest mainstream colour TFT screens will be about 10 years old by now.
They loose some of the brightness with time. More dependant on how many hours its been on than the age of the unit.
I've had my 17" Hitachi screen for atleast 4 years now I think, aside from the odd mark on the screen due to mucky fingers it seems fine. It may have got a little darker but I can't really tell.
I had a 15" LCD which worked for 7.5 years (it was 12 years ago when I bought it), the brightness went down gradually, and colour output get paler due to screen-burn, since most people browse or do office work on a LCD.
New screens will be always better, even if you have a brand new LCD produced 3 years ago, assuming you're buying the at the same class of monitor (e.g. budget, professional)

The thing is, I was debating whether to buy a 2nd hand pro'ish class monitor from ebay or a new budget screen and wondered which would give the better picture quality and whether it was worth the money for an older screen.
I'd buy new with prices being so cheap these days and don't forget about the warranty too.
