You can use a program called Rivatuner to create fan profiles for you card, that should quieten it down. www.guru3d.com have a good guide on how to do it.
As for using a passive setup, it depends on the card you're putting it on and how good your case airflow is.
What card is it?
Not sure yet, I want an 8600GT - am getting rid of my MSI 8600GT silent version as the heatpipe is too high for my case.......the cheapest 8600GT I can get really ;)
