Just got a 7300GT AGP card stuck it in, and black screen stick my 6200 back in and its fine, surely a 250 Dell PSU will be up for it, or shall i put it back in a give it another go.

you are using the molex connector, right?
didn't think that the 7300GT was a powerful enough video card to warrant having it's own molex connector?
Knowing the way Dell systems are put together, that 10-20w difference in power consumption could be enough to push it over the edge.
Could also possibly be a faulty card though but without getting a new PSU to test it with, there's no way to be 100% sure.
It would also help if the OP would tell us more about the rest of his system. If it's a Pentium D with 5 HDDs and some other crazy card slapped in it that would kill a 250W PSU a-ok.
From earlier posts, I remember this is an older P4 Pentium set-up. 250W should be plenty - give it another try.

Sorry, internet was down for a bit, and its a P4 1.8Ghz and some ****ty 39GB hardrive. nothing else i could think that would take up a lot of power meaby i should take it back and get a replacment.
