96º is a bit high. Highest I've seen is under 90º and I'm running with a modified profile to slow down the fans on the stock cooler to reduce noise (using ATiTool). How's the airflow in your case and have you checked for dust?
For comparison, once the PC's warmed up my card idles at 68º at 22% fan speed.

dropped my old X1800XT from 60-85C to 40-65C
I've got a Lian Li PC7 + case, to be honest I guess with the stock fans in there, a system temp of 40 degress is perhaps a bit too warm so will have to get myself some decent fans in there aswell, probs get some Yate Loons or ambers in there aswell as the Accelero X2 that sawyen has recommended.
Arctic Cooling S1, no fan should be able to handle an X1800XT, but if you strap your own 120mm with zip ties, performance will be outstanding.
Yeah when the X1800XT fan speeds up you'll know about it. Noisy things they are.
I have an accelero x2 for my 1800xt. It dropped the temps and the noise. Only issue is it doesn't exhaust the air out of the case so make sure you have good case ventalation.
After buying an X1950 Pro, and finding it was faulty I decided to grow a spine and take a screw driver to the X1800 XT. Spent an hour carefully taking it apart, cleaned out a really thick layer or dust that was under the copper fins in the gpu cooler itself, then cleaned the contact point on the GPU HS, put a fresh layer of thermal compound on, put the card back together, held me breath on power up and it span into life.
Idel temps are 61 degree's now instead of 80, and it gets to around 73 when gaming, all this on the stock cooler and it's really quiet when gaming now, you don't hear it going full tilt like you used to :)
