I have a Nvidia 8800GT and am wondering where can I find what are the Max clock frequencies I can use?
From there I will probably back them off by 10-15% to be on the safe side for everyday use.

Each card is different and will have different max frequencies. You need to determine your own max frequencies yourself by testing how far your card can go without crashing.
I know with my GFX I am limited to 1015Mhz memory and 800Mhz GPU(512Mb 8800GTS) but have seen people get 1125mhz memory clocks with the same GFX. Its all subject to your specific luck of the draw.
All you really need to do to safely overclock is up your frequency by 10-15Mhz(15Mhz for the GPU and 10 for the memory) and after each increment do a stress test like 3dmark. I run the stress test 3 times in between each increase to make sure its safe and when I get an artefact or the PC freezes I set the clocks back by 5mhz and then test for a further 5 runs of the stress test. If no artefact occurs after 5 runs of the stress test then I go and do real game testing for an hour on each of my games to make sure the clocks work for them and then after that your pretty safe with the overclock.

One thing to bear in mind though is that I have found some games are more sensitive to overclocking the others, eg when I put my core clock up to 740, I ended up with graphic corruption in Crysis, whereas with COD4 or 3dMark06, it was perfectly fine. However I backed down to 700Mhz to be on the safe side and the because there was hardly no difference in performance. (See my sig, for my current overclock).
Generally with most 8800gt, you should get upto 700Mhz+ core clock, and about 1000Mhz+ memory clock. Also keep an eye on the temps especially if you have a stock cooler as it can get pretty hot.

I can't speak for the GT, but my EVGA GTS I can get up to 810 core, 2010 shader, and 1110 memory. Just keep upping it until you can't play your favourite games, and then back it off like 5mhz to be sure.
Yep 700/1750/2000 should be achievable my most 8800GT's. Pop on an after market cooler and u can go higher. I am @ 720/1800/2100 on my Asus 8800GT with the phat glacier fan.

Can you assume the life expectancy will decrease significantly when overclocking GPUs?
As long as you keep it cool, then you will most likely change ur gpu before it dies.
