I've moved this to a new thread for you, smokey, since the one it was posted on was 5 years old. You're likely to get more response on its own than on a very old thread.
Without a doubt one 9600gt. Two hd3650 wouldn't be worth it.
It also depends on what you're using it for.

A 4850 is few £ more and far better.
And has far greater power requirements and is hotter.
We'd need a few more details Smokey,
What you plan to do with it (are you looking to play games or just browse the web?)
What screen size/resolution?
What PSU, make, model & wattage
I think thoes are the 3 most important.
The HD4850 certainly doesn't suck much power at max load so PSU requirements should be quite modest, but it will produce either a lot of heat or a lot of noise depending on fast you run the fan.
Lol we have a pair of physicists here, sorry I meant temperature/heat build-up.
or if you think heat is an issue with 4850 replace the fan theres a few replacements around for under £20
As we can all pritty much rule out 2x 3650 (good luck finding two 3850 for £50 each) then we're down to the sudgestion of a 4850 over a 9600gt.
So yes, high temps and higher power draw, both at idel and under load.
Idle / Under load
4850= ~41w / ~110w
9600gt= ~26w / ~59w
