Question Cheap, passively cooled dual DVI card. Does it exist?

Following on from another thread in pure hardware, as I didn't get a response, I thought I'd post here in a new thread as it's a lot more relevant.

Basically, as per title. Looking for a cheap PCIe graphics card that would offer dual DVI ouputs and is passively cooled. I've seen quite a few cheapish cards (sub £50) but none of them offer dual DVI. Or the ones that do are higher performance and therefore require cooling and are more expensive.

What is available that's passive/fanless and has dual DVI and is cheap?
