I kinder think its pointless all this save power stuff changing one lightbulb in your house to an energy saving one would save more than chosing that card over the normal one and you dont lose frames by changing your lightbulb you do by underclocking the card

It is good for people who have SFF PCs like me though as a lower power consumption graphics card means less heat being produced overall. Also it would mean it is easier to cool the graphics chip too also meaning quieter cooling solutions.
There is also the larger market to consider. Many people have pre-built PCs which they may want to upgrade with a new graphics card. Having low powered cards capable of running most games at reasonable settings means less stress on the PSU. This means the upgrade is easier as they can plug in a card without having to care so much about whether the PSU is going to be an issue. An example maybe if someone already has a PCI-E 7600GT for example. An HD4670 or 9600GT is many more times powerful and has lower power consumption.
For enthusiasts having lower power idle states more sense than saving a few watts at load if it means much lower performance but for the mass market is does make a bit of sense!!

for the not upgrading the PSU thing it makes sence and i guess when they get round to a passivly cooled one that would be good for putting in ur front room
