As expected it looks the same as the HD4870:

Seems to have 850mhz clocks and 975mhz RAM.

The GPU seems to clock down from 850mhz to 240mhz in 2D!! I wonder if the idle power consumption will be lower than the HD4870??
It is also supposed to have more efficient shaders:

Not sure about the last one but will have to wait for the reviews next month to see if this true!!

doubt it will be realeased with that cooler tbh.
probably just have a ton laying around so using them up on prototypes
The HD4890 card seems longer and has an increased number of transistors:

Looks like Gibbo over at Novatech has tested the card:
http://www.theinquirer.net/inquirer/...m-benchmarking
At stock speeds it seems be around 10% faster in 3DMark Vantage than an HD4870.Supposedly when overclocked it is 30% faster than an HD4870 in the same benchmark. It is also meant to be a good overclocker.
It basically looks like the rumours of the RV790 basically being an improved RV770 that can clock higher seems correct. Also many rumours are saying that the card has lower power consumption too when idle. This seems to be supported by many screenshots which indicates the card downclocks the core to under 300mhz when idle - however the RAM does not seem so in these pictures!

There seems to be a review here:
