Is my processor powerful enough for either a 4870 or gtx 260 or will there be a bottleneck?
My PSU is okay as i checked up on that.:)

Yup should be fine. Very few apps can deal with 4 cores simultaneously, so most will, at best, use 2.
Sorry, my experience is based on a Q6600 @3.1ghz, and very few apps strain all of the cores. As such, I'd guess a Dual Core at roughly the same speed should be fine.

I run an o'clocked E6600 with a HD4870 & it flies :)
Overclocking to 3GHz is good, and thats where you see the big increase in performance.
You could get 3.5-3.6ghz at 1.36-1.37v quite easily on a E6600, temps are manageable too :)
I've ran a E6300 @ 3.6ghz (1.37v) with a HD4870 and it's absolutely fine.
You should be fine with that combination! :)
I run my E8400 (2 cores) with a 4870, not seen anything it struggles with (max usage during encoding of course).
A 6600 running at 3ghz will fly.
i've got my e6600 at 3.3ghz atm with a gtx260 and thats running along nicely. from what i've read 2.4ghz onwards is where you'll start seeing less and less benefits in games when upping the speed on the cpu.

I always wondered just how much difference the processor made to gaming setups, so I did some research and found AnandTech's new benchmarking website. As far as I can tell they've tried to unify the systems as much as possible, so for each benchmark you get a reasonable approximation of what difference the processor makes to the score. It's a fascinating tool - have a look and you might find some interesting results (like just how close the Athlon 1640-LE is to the dual core celeron, for instance ;) )
I run an e6750 @ 3.2ghz with my GTX260, it's all good :)

Toms Hardware has one similiar for CPU, VGA, and Hard drives iirc. Not sure if they've been updated though.
Easiest way is to do some overclocking yourself and do some benchmarks and note down the results :)
I'm pretty sure when you get to 3GHz there is a massive boost (3DMark wise) and there onwards the boost isn't so big.
