When overclocking a graphics a card (in my case a 9600), is it best to start with the memory or the core? And which would make the most difference?

The core
I've never noticed a noticeable difference with upping the memory clock, but pushing the core clock makes a more significant difference.
Core makes the most difference iirc. Best to OC that as high as poss, then to start on the mem.

Individually increasing the GPU and memory by 10%, whilst leaving the other at stock.

Looks like core wins in this case, but IIRC, it is also architecture dependent. You may not get the same results as me as you have a 9600XT, whereas I've got a 9800Pro, so do some testing yourself.
