I know that, unlike 2001 which was a combination of CPU, RAM and Graphics Card, 3dMark2003 is more dependant on the graphics card over the other components. Is this just 3DMark, or is it reflective of DirectX9 in general?

not necessary obv the better the gfx card the fast its going to run and a non dx9 card will struggle.. but the heavily gfx orientated scores are simply how futuremark decided to calculate them.
theres an article here that discusses the world of 3d benchmarking that might be of use
