Intel's IGPs have always been terrible performers really, but to be honest, all IGPs are useless for games, as long as they can decode HD (which I believe all the current IGPs can) there's not really much to compare, apart from perhaps TDP.
I dunno, the Intel HD graphics in the 'dales were performance comparable with the best IGPs from ATI and NVdia in the current round. If AMD have found a way to double their current IGP performance and cut power draw singificantly (which they must have if we're talking an 18W CPU *with* integrated graphics - I believe the 785M northbridge consumes around 18W by itself!) it can only be good news.
Unfortunately, of course, this comes after the latest rumours that suggest Sandy Bridge will double Intel's IGP performance - so the big question is going to be which will hit the mobile space first: zacate or a sandy-bridge derivative? If it's the former then AMD are going to rewrite the performance characteristics of entry-level laptops: if it's the latter then they're merely going to be catching up with Intel's next leap ahead. Of course, the fact that AMD are demonstrating fully functional engineering platforms while Intel are merely talking up Sandy Bridge* suggests it's going to be the former, which is great news for AMD...
*EDIT: Checking back, it looks like Intel have demonstrated benchmark performance for the SB CPU, at least - but there doesn't seem to have been anything official for the GPU component other than a slide show...

It does look impressive for an IGP although the Anandtech tested the fastest IGP version which SB contains AFAIK. However,the IGP Llano has probably will end up faster. Anyway,it looks like entry level computers are going to have a massive boost in IGP performance in the next year!

This would explain the delay from AMD in releasing Fusion CPUs.
Well the intel "on-cpu" graphics varies mainly because some of the functions get shunted to the cpu (HD video was the main one if I remember correctly)
Being on the same substrait and shareing the memory controller more closely gave it an advantage here as data can be moved between the two more quickly.
That means that on paper the intel effort was still a chunk behind AMD's IGP's however they took some relatively cleaver steps to offset that so the actual real world performance is much better.
Another more intresting point that's not really stressed too much is that this seems more like a cpu+gpu combo aimed more at a rival to the atom, although more expensive, if they are aiming for the lower end laptop market then it's not going up against the i5 M 520 as that's more the higher end laptops.
I know City of Heroes well, it is one of the more graphically demanding MMO's out there, however 1024 x 768 Low Quality is not a big stretch as the performance scales down very well.
About 4 years back I actually had to play CoH on my old Geforce 4 MX 64mb agp card and on 1024 x 768 Low Quality I could get around 20fps
My 6800LE 128mb AGP (unlocked pipes) would get ~35fps 1280x1024 medium settings + x2 FSAA + x8 AF

AMD do seem to have doubled their IGP performance with this part, simply through having 80 shaders. I still suspect they were sand-bagging with the 890 series to make this part look good though.
Sandy Bridge does seem to be fast, from reading Anandtech it seems the Intel shaders are twice as fast as previous generation per clock. However, I think that is going more up against the 400 shader LLano in market and that just doesn't seem to be a fair fight. I have seen mention of Llano being 480 shader, but I assume that is for yield allowing them to turn one block of 80 off.
