GTX 560 ti HAWK fan doesn't work

I just bought a gtx 560 ti hawk on ebay. Seller said it was slightly used. When I received the card, I ran crysis 2 and other benchmark, but the whole computer shutdown. I contacted the seller, and he said my pSU not enough for this overlocked graphic card. Mine is antec 550w, so I upgraded to seasonic x660w and the problem was solved. However, the later day, when I log in Crysis 2 with afterburn to see how the temp. I realized it hit 100 celsius within 1 minutes; therefre, I logged out to window and set the fan to 100%, but the fan rpm doesn't increase at all.Tried to reinstall nvidia driver and afterburn, but nothing was changed. My old graphic card is 6850 cyclone pe/oc and have no problem with change the fan speed. Does this HAWK has problem? the fan is running, but it can't increase the rpm in order to reduce the heat.

if the fan does not kick in at the bios screen return the card as its faulty.

at the bios screen, the cpu and vga fan all working. when in window, just can't increase the vga fan . I tried all the software to set it, but all failed. maybe the card has issue.

if it works during the BIOS power up and turns off at desktop it looks like its a driver issue.

might be best to look at the nvidia forums.
