Well unless it's changed Ebuyer have been known to be have consistently the worst customer support and RMA facilities. Be 100% sure the card is faulty before you bother returning it and I would suggest noting the SN and maybe making a dicrete mark somewhere, just so you don't get the same card back as a 'replacement'. I never bother even looking at Ebuyer any more, they may be cheap but I have no time for disposable products and disgusting support.
Whenever troubleshooting ensure any o/c's are set back to stock. Another BIG thing to try is to set AGP speed to AGP4x, AGP2x and AGP0x (ie disabled). You can do that with the Savage installed then swap the 4200 in and see if any of those settings will work. If the card doesn't work (you really should try it in another PC) the most likely problem is power. Your mobo is top notch so then fingers would have to point at the PSU. Ideally you want 350W+ from a good brand like Antec or Enermax. If it was heat you should easily POST after a cold start. If it was pure incompatibility I'm definite we would have heard more about it. Also be sure you have the latest mobo BIOS, but rem NF7 v2.0 and the old NF7 use totally diff BIOS files so be sure you get the right one!
AGP is usually set to AUTO or the highest possible setting (gfx card and mobo together). Best way is to do it in the mobo BIOS (press DEL to enter setup at POST). You should also check the Windows driver settings, Display Properties -> Settings -> Advanced -> SmartGART (usually). Sw such as Sisoft Sandra or 3Dmark03 Advanced should tell you your current AGP speed ... sometimes Windows may over-ride the BIOS setting you see.
