I don't understand the question. Are you asking how to overclock it ?
The CPU will only draw what it requires from the PSU.
Technically, you cannot have a PSU that has too high a wattage......

Are you asking what is the minimum power supply to run a Pentium 4 system?
A power supply does not always produce the amount of power written on the side of it. It is a bit like a plug that's plugged into a wall socket.
If you plug a kettle into a wall socket, it will take a huge amount of power. If you plug a phone charger into a wall socket, it will take a small amount of power. It does not always send the maximum amount.
So, it is the same with a power supply. If your computer, whether it is Pentium 4 or Xeon or Core 2 Duo, requires 400W of power to run, then you can have a 400W power supply, or a 500W, or a 600W, or even a 1500W. The 1500W power supply will just provide 400W of power. It could supply 1500W if needed, but if only 400W is needed, then that's all it will provide.
You must not have one that is too small. If you need 400W for your computer, then you must not have a 300W power supply, because it will not be able to produce more. But all power supplies can produce less.
That means that you cannot have "too much wattage", and therefore there is no warning. It does not matter how high the wattage on the power supply is, as long as it is equal to what you need, or more than you need.
