I was wondering if I can use two graphics cards one for gaming and basic one for surfing to reduce power consumption? Is there a way to disable one one of the PCI slots so when gaming card is not in use use the other card?

Undervolt your current card when it is running 2D clocks. Alternatively get one of the new AMD HD7000 series cards which have very low idle power consumption. I expect Kepler to also improve idle power consumption over the GTX500 series too.
