The offers are generally run by either NVidia or AMD, rather than a specific etailer
I'm not sure it always is with Dabs. I bought an Asus motherboard from them and got Trackmania 2 and some game capture software for free. Had to email duncs deals @ dabs to get codes to redeem. That seems to be the way they do it.
The deals from Nvidia or AMD would be on a flyer in the box or by emailing them directly as far as I know.
The offers are usually run by ATI/nVidia in partnership with retailers, buy the GPU and fill in an online form with the date of purchase and receipt number in order to get your activation code. Take a look at these:

Just google the card you want with free games offer ie "XFX HD6990 with free game offer" and see what you find.
