It looks like the Inspiron 370 was an AMD based platform, so I would assume it used an AMD chipset. If so the onboard graphics should be fine for accelerating 1080p content as long as he has kept his drivers and software up to date. Can you check the full specs of the machine and post them here?

The HD4200 should be fine for normal usage.
Yup, can't see any reason why he should be having problems with HD4200 onboard graphics - same chipset that my HTPC used (until I won a new APU bundle off hexus ;) ). Best bet is for him to make sure all the drivers and software are up to date. What is he* having trouble with in particular?
