Not in the 775 socket no. If the card is PCI-E then you can install it in the PCI-E slot, yes.
And I guess the same goes for GDDR5 right? Specifically for POWERCOLOR HD7750 GDDR5 1GB 128Bit AMD Radeon DX11 Ekran Kartı on LGA 775
I usually think of it as the ram on the GPU is there just for the GPU to use and the RAM in the mobo is just for the CPU to use, this might not be the most technically correct way to think about it, but it's simple and I like simple.
The graphics card would benefit from faster RAM and a faster CPU but I don't think that your system would be seriously bottlenecked by using an older mobo with DDR2 RAM, especially with an HD7750, if you were thinking about going for a top end 7970 then I would suggested saving some money on a cheaper GPU and putting that towards a new mobo, CPU and RAM but I think the 7750 would be a good choice of card for the hardware you already have, if you can afford it, it might even be worth moving up to the 7770 or 7850 if you want to use it for gaming and your budget allows this.

Wouldn't the card's newer PCI-e version be a potential issue? If I remember correctly PCIe 1.0/1.0a isn't fully compatible with 2.1 cards.
PCI-e 3.0 cards are fully backwards compatible with PCI-e 2.0 slots. And vica versa for 2.0 cards in 3.0 slots.
However, I have seen some issues arise with BIOS issues, or PCI-e 2.0 cards not working well in 3.0 slots unless it was set to Gen 2.
As with all new technologies there are growing pains and will be small issues, but for the most part any 3.0 card should work in any 2.0 slot and vica versa.
Of course then you also run into the possibilities of a CPU bottleneck, as can often be the case when mixing older 775 socket CPUs and higher performance 500/600 series GPUs, where the CPU can hold back the GPU from performing to its fullest potential or you get abysmal FPS for what you should be getting with the GPU.
I don't know about the AMD side of things but on the Nvidia side, in my experience anything much higher performance than a 560Ti/660Ti will usually experience mild to severe bottlenecks on most 775 cpus.
In terms of price point the 7750 is about the same price as an nVidia based 640 card, in terms of performance I think the 7750 is very similar to the 650 series cards and might even beat it in some games. The 7850 would then be bottlenecked by the CPU so it wouldn't be performing at it's best, but would still be performing better than a 7750 or 7770, and would be available for you if you decide to upgrade your mobo, CPU and ram at a later date. The 7850 does, however, costs more than twice as much as a 7750 while a 7770 is only marginally more, a 7750 is about £70 and 7770 is about £85.
