If you look at software like 3d Mark 2011, you should be able to get upto around 6000 points while an i3 could get up to around 7500 points. Take a look at a comparison here, if you use the advanced search options on the site in the link you should be able to see what your CPU would score using various different GPUs and find the sweet spot for getting the most out of the GPU without spending over the top for a card you can't fully make use of.
I couldn't find results for the Q8400 used scores for a Q8200, the Q8400 should be a little higher.
I think it depends on what games you play, whether they are cpu or gpu dependent. I had the 8400s oc'd to 3ghz. at the time I was using a 6850 and when I changed my build to a 2500k, in game play wasn't much different, but everything else was, i.e using sata 3 for ssd made boot up quicker, game loading quicker, internet pages quicker, rendering quicker. below are my cinibench scores, ignore the difference in i5 scores due to they don't show my oc speed's. the different scores with my 8400 are probably related to programs running in the background, but shows over 1 point oc'ing from stock to 3.ghz, & as you can see with the i5 my oc's range from 4.2 to 4.7 and I couldn't even get a point there.

I think with that game you cpu is going to be your bottle neck as creed III is very cpu intensive, remember its not just your cpu but as you are using lga775, you are probably using ddr2 800 ram with an old motherboard chipset. check the benchmark below.

I will say my clocked q9550 started to cause a bottleneck in some games, moving to a 3570k cured it.
With that it was only some games, most where GPU bound which wasn't a problem.
I will admit I only noticed when I swapped my 5850 for the 7950 as some games fps increased while a couple didn't move.
If your only on 2GB a RAM upgrade will probably be the most cost effective upgrade. Ive seen some games use up 2GB themselves, add in the OS & background programs and you can easily top 4GB.

8GB will give you some future-proofing, with only a tiny price rise over a 4GB kit.
As for the CPU vs GPU bottleneck, that all depends on which games your playing. Check the recommended high-end specs for the games you play the most that will give you some idea of which component is likely to be your bottleneck.
But IMO, with a half decent overclock your components are reasonably well matched for most games (tho an upgrade to a 3570k will boost your FPS).
