AMD has released the 13.2 BETA drivers which have helped with latency. TR tested them:

TR,reported though they had to change the card also, as the Sapphire one they used originally was not compatible.

Maybe a bit, but likely nothing like the improvements seen with GCN cards.
@CAT: I've been somewhat sceptical about methodologies used for frame-time testing, but it's good to see it's been addressed now either way. Of course, it would have been nice to see more games tested.

Yeah latest drivers for 4890 were 12.6. You're probably due an update soon, but they're not available for your card yet.
13.1 are a very nice improvement over the last WHQL drivers! A quick check shows I'm getting around 15% better frame rate in the things I've that have benchmarking modes. (On a real 7870)
There's no need for an apology, I only know about this as I am trying to fix a problem with a relative's PC, he was having Windows 7 issues so called MS tech support who recommended that upgrading to Windows 8 would fix his issues, it didn't, so they said he should get the latest drivers for his HD3300 on board GPU which made things worse. That's when I looked at the release notes and found out that AMD/ATI stopped support that GPU in 11.9 and so 12.6 had made matters worse. There are legacy versions of the drivers but you will have to hunt them down.

Lets see what these do for Farcry 3
Have been using these a couple of days now and had no problems. So far so good.
I'm only playing Sleeping Dogs at the moment and have been using MSI Afterburner to look at frame draw times on this, using my previous driver 12.11 (I think) I was getting a max drawtime of around 252ms now with 13.2 beta this is around 200ms so about a 20% improvement with that game based on max, but also the plots were lower with less variance but there were still a lot of big spikes, however I'd put a lot of this down to the game not being one of the titles that the Beta has been optimised for.

Hmm I'm still on 12.8 as 12.10 made me get flickering in Torchlight II that I couldn't shake.
As its a little bit of an arse to go back don't know if I wanna go to 13.1 or 13.2 beta yet until I finished playing with T II.
