If that's stock it's too hot imo. What's ventilation like? I ran a 7970 DCUII Top That was a bit hot until I redid the thermal paste before selling it on.
I can't reapply thermal paste as one of the cooler screws has a warranty seal on it. I'm thinking about returning it anyway as i think it's way too hot compared to all the reviews and i've not overclocked it at all (it's factory oc'd to 1070MHz). Case airflow is good with 2x 140mm, 1x 92mm and 1x 80mm fans ... It also has a mesh front and mesh side panel so ventilation is also good.
If you personally feel it's too hot - return it.
83 is quite hot, especially if it's not overclocked!
Temperatures on their own are of no relevance. if its in a 30 degree room thats great, if its in sub 0 its terrible. Reviews seem to be about the 75C mark, but with no mention of room temperature its difficult to know. Have you got afterburner installed? If not install it and see what the fans ramp to. Most fans won't kick up to 100% till about 90C. The default profile for my 670 sees it up to about 75C in furmark, but putting a custom fan profile on its easy enough to keep it in the 50s (obviously sacrificing noise).
83C is still well within the normal operating temp for a GPU though.
The fans hit 61% when it gets to around 80C and i wouldn't want them any louder! The room temp is usually around a comfortable 22/23C.
Not when all the reviews show this model running around 70C or below when gaming (one review hit 75C), and the fact that Asus boast about it being 20% cooler than reference on the packaging.
I've just had furmark running in a 10 degree room (no heating last night) and the GPU is hitting 70 at stock settings or 65 with the fan profile manually controlled. which equates nearly directly to the temps you're seeing.
By all means if you think its broken rma it, but running at 83c is well within spec for the chip, and any replacement you get might not be any cooler.
I would RMA it just in case. Furmark is unrealistic - temperatures are going to be higher than when gaming. 83 is high with stock settings when gaming, especially at 20 degrees ish room temperature.
What case do you have? Having good fans doesn't mean much If they can't draw air.

I have a mixture of fans including 2x 140mm, 1x 92mm and 1x 80mm (all shift quite a bit of air)... My case has decent enough airflow and a mesh front and side panel... Kept my Radeon 7950 and GTX 660Ti cool. The Radeon 7950 rarely went over 61C, but it used a blower type cooler and the highest i got with the GTX 660Ti was 70C (using a cooler that dumps hot air in to the case).
Anyway, OcUK are letting me return it under DSR (postage at my own expense this way)... I'm looking at the Gigabyte Windforce R9 280X or maybe a 4GB GTX 770 of some kind (4GB may be a bit too much, but 2GB is too little... And i'd rather run out of GPU horsepower first before running out of VRAM).

I would look at benchmarks, see which is better, and have a look at prices. Generally, the 280x is cheaper, and you can get some really good deals on the today only. For the price of a 4GB 770, you could get a 290!

Well worth the wait. I'm excited and I can't even afford one!
The 290 is tempting, especially the unlocked VTX cards that OcUK are selling, but i'm not sure if i can put up with the heat, throttling and especially the noise! I returned my Asus card today so now i'm stuck using the crappy Intel HD4000 GPU until i get something else... I sold the GTX 660 Ti and my old 7950 is in another machine .
