Do you mean ping spikes or drops in frames per second?
i type innet_Graph 1 and the green line tht should stay flat and green goes up and down and goes yellow red etc and models just stop then jump but only on 1.6 not source
Thats more of a connection problem than a gfx card problem I would think.
What's your net connection?
its a 512k aol connection but before i put my 9600 pro it was fine i had a fx5200 before and it ran smooth
Did you do a clean install of the ATI drivers after deleting the Nvidia ones?
theres one thing in my control pannel called nvidia display drivers but clicking change/remove wont remove it and i dont know how2

Yea as mentioned try driver cleaner.
Best way is uninstall the ATI driver uve just installed, use that program to clean traces of ALL drivers from your system then reinstall the new Cats.
BTW if you have the control centre version of the ATI cats make sure you have .net framework installed.
Best thing to do is open a command prompt window and "tracert server IP >trace.txt"
Post the tracert here and we can then see how many hops are handling your data and also if theres any problems on the route. To get as accurate as possible please stop all DOWNLOADS and if sharing your connection disconnect them and then trace. I think its probably a transit problem and if it is then the results you will post should reflect this.
