Just how power efficient is a modern card?

In front of me here is an Asrock H110 Pro BTC+ mining mobo
Plugged into it; a Core i3 Quad (couldn't tell you the speed)
And 8 Geforce GTX1060 6gb cards
With two PSU's running through my current meter on the wall, here's the Question:
What is it's desktop tickover pwer usage?
1 M2 SSD
1 Core i3 Quad
2 sticks ram
2 PSU's
What Watt's at tickover? No load

I'll take a shot at say 200 watts? 8 1060s is going to idle some. Maybe 200w including PSU overheads?

Surprised you are using a GTX1060 for mining - a couple of RX480/RX580 or even GTX1070 cards should in theory do a better job,meaning you can use less cards. Its also partly why the GTX1060 prices seem to have not increased that much either when compared to the RX480/RX580.

The 1060 cards are cheap and as a % of their cost and power use they are magic, plus .. they're available.
Cheap to buy, cheap to run on electricity and return a good rate
it's not just for minig though, it's used for rendering too :)

It really hasn't though.
The fact that the price has not gone up indicates miners really didn't want them as much as other cards.
The GTX1080 and GTX1080TI prices also didn't go up as much either as GDDR5X has issues(not sure if they had been fixed recently) with the mining algorithms used,so the GTX1070 ended up being the ideal blend of cost,performance and power consumption on the Nvidia side.
The GTX1070 by extension did go up as much as a result,since the increase in mining rates with the GTX1070(including power consumption) actually made it a better purchase and more importantly,you could fit more cards into one rig.
If you tracked the secondhand GTX1070 prices,they went ridiculous at one point - people could have got a free upgrade to a GTX1080!!
One of my mates bought his RX480 and sold it and got a cheap GTX1070 for the SAME money. The GTX1070 then starting spiking up in price. If he had then sold his GTX1070,he would have then made profit on that,and got almost a GTX1080 for free too!!
So he would have gone from a RX480 to a GTX1080 for only a few quid.
Its utterly mental!!
Remember,as time progresses the difficulty goes up,so realistically you do want to fit as many cards as you can into one rig. Its why even Vega(yes that card) is still considered profitable for mining even if it is worse in performance/watt.
Plus mining is far more dependent on memory bandwidth and type than core speed - you undervolt and drop the core speed,and you don't lose much in mining throughput.
Its why I won't touch an ex-mining card,not because its been on 24/7 primarily since I suspect the memory has been pushed as far as possible.

Are you running 80+ Platinum PSUs or something? Going by the Hexus review each extra 1060 must be adding about 4W at idle...possibly a Watt or two more as your i3 platform might be a bit more efficient than the review test rig...

That is isolated power consumption figures from TPU. So its card only at the power connectors.
My IB Xeon E3 1230 V2 and GTX1080 idles at 45~50W.
Haswell has lower idle power consumption than IB. Remember Intel moved to FIVR with Haswell.

So,I could easily see that idle drop down to 35W to 40W watts with Haswell Core i3 and a single card,so with another 7 cards,that would 70W to 75W. AT figures are with an earlier generation graphics card with worse idle power consumption(I suspect).
They are also using a higher end board with a less efficient VRM section.
