RTX 2080 or RTX 2080 Ti or Radeon VII

I'm in the process of building my first ever gaming pc.
I've been struggling with what parts to buy but have slowly but surely been narrowing down my choices, where I'm really stuck is the GPU.
I want a high end enthusiast card, which card will be getting me the best bang for my buck, price to performance?

What monitor will you be using, resolution, refresh rate etc?

If you want the best of the best then its 2080Ti. Radeon VII is not even near 2080 for the same price.
