The RX5500 is meant to come out in Q4 this year and there is not much of Q4 left. AMD may be hoping to hit the holiday buying period. The benchmarks released by AMD compare it favourably against the 1650; I assume thats where they are targeting their price.
So my feeling at this point in time is to wait and see if the RX5500 is something you'd consider or if nVidia might revise their pricing in response.
From all the gossip I'm expect the RX5500 to fall between the 1650 (which is poor) and the 1650 Super, which is the new budget king if you can get it for £150, this is assuming heat, noise and power consumption are important as in your case.
It's probably worth waiting for the RX5500 reviews, must be imminent, but I'm not expecting it to beat the 1650 Super. My guess is it's going to be similar performance or just below, with slightly higher power consumption - 100W, and a competitive price tag around £140. Time will tell.
Efficiency wise it would be better but the 1650 super looks worse than a 580 which is pretty much a 980 ???
If it was noisy I would look into undervolting the 980. If you're losing 10% performance going to a 1650 super you could probably underclock it too.
The 8Gb Powercolor Red Devil is a nice design and looks reasonable at £179.00, the problem is the Palit 1660 Super 6Gb StormX can be had for just £20 more. It's a more basic design, less RAM, but it's between 9% and 30% faster, even at 1440p so the 6Gb vRAM isn't a limiting factor.
The 8Gb models need to be £160, and 4Gb for £140, before I would considering recommending them, unfortunately.
