Possible I guess, but more likely to be overheating/overclocking.
What exact PSU is it?
Unless it's a high quality model, with enough current, its not good to run a 9700pro on it. You could damage the card (or maybe already have).
It is a dell standard 250w psu that came with the dimension 3000.Quote:

I dont get it though how a psu can cause artifacting, would it also affect the overclocking potential of the card.
