What exact PSU is it?
Unless it's a high quality model, with enough current, its not good to run a 9700pro on it. You could damage the card (or maybe already have).

I dont get it though how a psu can cause artifacting, would it also affect the overclocking potential of the card. I have a few days left warranty on the card (it is a retek refurb) and do not want to send it back and then they test it and find nothing wrong with it. The as the current draw reaches the limit for the PSU, the crappier the current quality will get. If it is a cheap dell PSU the quality of the power probably want great in the first place. If the voltage is spiking and saging all over it can casue problems.
