It wont be very effective, but very cheap to make...
The fan is also the wrong way round, so I wouldnt expect it to work very well.

I thought I saw someone mod their card with this card
It seemed to cool really effectively although the quite small fan is still too loud.
How is 'the fan the wrong way round'? I was looking at it at eBuyer UK (94035) and I don't see it being a problem if it's still forcing air down.
I wanted to get one to fix the noisy fan on my Pixelview 6600GT, I was going to get a Gigabyte 6600GT SilentPipe but heard a lot of heat complaints from SFF users and losing the PCI slot means losing my Audigy 2 ZS.
Also, from what I've seen, it's a quality item (made from pure copper) but it's pretty thick and probably won't wedge into an outer SFF AGP slot (an AOpen EY855).
With regards to fan noise, apparently it runs at 5V and is silent, so is it actually noisy, have you heard it first hand? http://www.hardwaresecrets.com/news/cat/3/10/4#189
