You have to find what your particular card can do. There are a few types of 4200 which generally have clocks set to 250/444 or 250/500 by default (core/RAM). You should find you get around 300/500 or 300/550 o/c'ing depending on your stock clocks, that's faster than a real 4400 or 4800SE BTW.
To o/c simply raise the RAM speed 10mhz at a time and test to see when artifacts appear, then ideally drop it back 10-20mhz for a stable long term o/c. Leave the RAM o/c'ed and the repeat for the core, crashes and lockups are more common than artifacts there, just ensure you test thoroughly and don't leave things too near the ragged edge.
There are loads of tools which allow you to o/c, COOLBITS is the simplest which adds an otherwise hidden setting to your drivers panel (Display Properties -> Advanced).
