As far as my knowledge goes (From about here --- To Here) 16ms should be aduqate enough, I think for gaming anything under about 30m/s is good enough.
Although someone will now come along and pwn me with increadable ease.

I then bought an AG Neovo 19" monitor, that was meant to be a 12ms panel, but Scan delivered the wrong one and turns out it was 25ms. That was a complete waste of £200. Counterstrike just looked horrible with the amount of ghosting, to the point where I almost stopped playing.
I'm now on a Dell 2005FPW, again with a 16ms response time, and I'm extremely satisfied with it.
Having said all this, tolerance of response times are very subjective, I know friends on 25ms panels who can't see any ghosting, but probably have known no better either.
