dell or viewsonic lcd 19inch moniter?

i have looked at the dell Dell UltraSharp 1907FP and the viewsonic VG920 which are both 19inch screens 8ms rssponse the dell is £230 and the viewsonic is £204 from scan

do the both rotate on there stands from vertical to herizontal?

im looking for a 19inch lcd moniter digital 8ms or 5ms in black and good viewing angle for my home pcs sergestions? i want links to sites with moniters that fit my critieria
