I am using Riva Tuner with my Palit 7900GS
It has the stock cooling, and although when gaming I cannot notice the fan noise, when it is idling it is very easy to hear. After playing a game the fan speed does not want to drop no matter how low I put the fan percentages.
The only way to get the fan quieter is to restart the PC :s
Can anyone help, or is this a common bug/problem?

Have you tried updating to latest drivers? I'm sure this happened with my 6800 a while back, a driver update seemed to fix it...
I have the most recent NVidia ones.
I am tempted just to go for a VF900 though, but I'm unsure about the extra cost...

Well worth the dosh. Using the supplied fanmate to run @ 5V it will still outperform the stock cooler, and is whisper quiet.
This happens on my Dad's new Dell sometimes, 7900GS as well. When I open up the Forceware settings page the fan ramps up to about 70% (aural guesstimate!), but it doesn't go back to low speed when I close the CP, and just like your PC only a restart will slow the fan down again!
Considering getting a VF900 for them aswell as that whiney little fan is a total bitch!

Had something start happening recently with my 7800gs, thought it might be a certain game causing the problem, but it only seems to happen about 10% of the time.. Very strange...
