Does a box saying NT Authority pop up, and then gives you 30 seconds before a restart?

when u say restarts, do u mean it shuts down and then restarts or a straight crash like u pressed the reset button? Take it u have done the usual scan for viruses and spyware

Could be the PSU - activating the modem maybe pushing the available power of the PSU over its limits. Is the computer stable on 3D games?

More likely to be software issue TBH.

Maybe it's an issue with your modem/network drivers (whichever method you use to connect to the internet). When you click IE it sends data to the network device, which is like "LOL" and restarts the computer due to the software conflict. Perhaps try reloading the drivers, or using a different one altogether.

I had a similar problem with my old Onboard sound on an old motherboard of mine. Every time the computer started up it would restart when it came to the soundcard bootup check thing. I used a newer proper driver and it worked flawlessly from then on.

Strange remove the modem and then click on the connect i know that it will not connect but you shall see if it restarts. If it does its not the modem if it does not i would bet on the modem.

It could also be IRQ settings if they conflect it can make a mess of things
