Voltage levels is bios

How reliant are the voltage levels being shown in the bios?

I have just recently acquired an Epsilon 700w PSU and with just the my motherboard, cpu, ram and gfx card, the levels are below the levels before i even start to plug in the rest of my hardware

This is what is plugged in

A8N32-SLI DLX
X2 4400 Toledo
X1900XT-X
1GB Corsair Pro

If this PSU cant do it, what am i looking at to run my rig?

they are usually pretty reliable but the best idea is to test using a multimeter. they give the most accurate reading
