Flickering brightness could be a wonky screen inverter; does it do it on the BIOS splash screen? Try pausing it there for a while and seeing if it happens outside the OS.
could also be some strange problem with the power cable as alot of laptops reduce th brightness when there on battery power to save power and are then brighter on power. therfore it could be flickering on and off with a dodgy connection?
if it is related to what tiger says then go into the bios and change it so that when on battery the brightness is still on full.
tbh if its mostly in your room or whatever then i would do this anyway rather than put up with a dark screen for an extra 30 mins life.
to see if its a power issue, run the laptop with no battery, wiggle the power jack in the socket, if the laptop shuts down then the DC jacks your issue as the solders burning away (an easy fix if you fancy taking the laptop apart)
otherwise im inclined to go with faulty inverter, and even easier fix and costing on average less than £50 for a new (well 2nd hand ebay) one.
a 3rd fault can be a faulty lid switch, they often jam up with crap and needs a good squirt of switch cleaner aiming at it to remove the crap.
i would under no circumstance go into BIOS and change the battery brightness as all thats going to do is mask the fault until the componant at fault packs in all together and leaves you with a doorstop until its fixed. better to troubleshoot now and fix it before you blow something else as well.
faulty inverter can blow the LCD backlight and thats a good 2 hour fix that would cost a fair bit at any repair shop.
Faulty DC jack can burn the tracks away between the motherboard layers leading to a professional wiring reroute repair, or even a motherboard replacement if you start overloading power tracks due to bad conection.
and a faulty lid switch can render the laptop dead as a lot of them wont turn on with the lid switch sending a closed signal as most laptop power buttons require the lid up to get access to it.
