There's lot of ways to speed up your computer.
1) Overclock - you'll need to know exactly what parts you have in your computer and you'll need to read up on overclocking. Use belarc advisor (Google it) to find out what you have.
2) Google 'Mike Lin' and download his start-up control panel tool - this will help you get rid of programs that start up and slow your PC down - things like apple quick time, steam, messenger etc.
3) Remove all excess crap from your PC and give it a defrag as often as it needs it.
4) Buy more RAM (this will make a massive difference)
5) Unistall programs that you really don't need
6) In the PC BIOS you can remove certain functions that you don't need - like the floppy (A) drive, network ports etc - this will help in boot times.

Probably Yes but it will not cure a struggling pc.
Another PC speed issue is to scan for viruses and spyware.
But deffinatley defrag your hard drive (esp on 512mb ram)
More ram is a big one for games, although getting something better than a celeron would also help ;) but expensive :(
One other thing to do is reformat and reinstall windows. HOWEVER make sure you back every thing up first and have all the latest drivers you need on CD or simular, nothing worse than discovering the only way to get your internet connection working is to download drivers off the internet :rolleyes:
Now I know some people worship at the feet of PING but most of them have PC's to match and everything is done in the name of performance.
The first thing you need to do is makesure "lag" is or is not an issue for you.
The biggest signs of connection lag* is rubberbanding, this is when running along you seem to suddenly move back to a place you were shortly before (it's like running through a rubberband, you get so far then the rubberband pulls you back hence the name)
The other sign is other people seeming to rubberband to you, ie if someone runs past you but instead of running smoothly they appear to move in short jerky teleports.
* all too often people call pc performance issues lag, it's effects can be simular but the solutions are differnt. doesn't matter if you've got a 1mb connection or a 16mb connection if it's an ageing graphics card causeing your problem
