Couple of things - Dual core optimizer / Windows dual-core hotfix. You only need one or the other - not both. Most folks (including AMD) say their solution is better.
Now, onto the CPU speed - it seems to be a common problem with that board. There are at least 3 other folks over on the abit USA forum that have had the same issue. Not sure if the latest BIOS fixed it or not. Also, not sure if its a reporting issue or actually running at that speed (I seem to remember it just being a reporting issue).
Try to run SuperPi test and show us the result so we could see if it's monitoring glitch or an actual issue.

No but run a superpi now before u get new psu to see if its running anywhere near how it should do. As said above it might jsut not be reading it right

are you 100% sure you havent installed the amd cool and quiet driver so it automatically scales the cpu speed to how much it is being used.
if you have disable it as this might be causing your problems. as it is known to play havoc with your cpu speeds.

Don't think cool & quiet had anything to do with it though - AMD's C&Q works by dropping the multiplier alone - CPU core speed remains unchanged at 200.
