Clearly your motherboard is faulty in some way, try clearing your CMOS, then booting with a livecd containing memtest86+, leave it running for an hour or two and see if any errors present themselves, if you can use some ram from another machine or from a friend, do that and see if memtest still turns up errors. Chances are good that you have a bad motherboard though, and you'll need to RMA it.

Make sure the RAM voltage is set correctly for your sticks, many boards default to 1.8 and that could explain the crash on reboot after you have set them up the first time.

I think it is the board shoud i RMA from the retailer or ASUS it self?

As you have only just bought the mobo, if you believe it to be faulty, you should rma it to the vendor (as your contract is with them, and not Asus). Only if the vendor (scan, etc) tells you to send it back to the manufactor should you take this route, if you do so without the vendors explicit permission then you lose certain rights under the sales of goods act.
If you really have only just got it (ie within 7 working days), then I suggest you return it to the vendor under the DSR (distance selling regulations).
