surely this can be fixed, please help

when ever i try and install something that requires an setup.exe to run like project 64 or quake 4 demo or anything like that if it require setup.exe it will either come up with The system DLL user32.dll was relocated in memory. The application will not run properly. The relocation occurred becuase the DLL C:/WINDOWS/system32/SHELL32.dll was occupied an address range reserved for Windows systems DLLs. The Vendor supplying the DLL should be contacted for a new DLL.

but on some things it works like Call of duty and call of duty 2, but like when i try and run something that requires Setup Luncher will not work. somehow this can be fixed surely.

    thanks tom.

You can also try checking the file, if you try running the command regsvr32 user32.dll from the command line.

Re: surely this can be fixed, please help

    Symptoms of the problem
Certain programs may not start after you install security update 925902 (MS07-017) and security update 928843 (MS07-008) on a computer that is running Microsoft Windows XP with Service Pack 2 (SP2). Additionally, you may receive an error message that resembles the following:
application_executable_name - Illegal System DLL Relocation

The system DLL user32.dll was relocated in memory. The application will not run properly. The relocation occurred because the DLL C:\Windows\System32\Hhctrl.ocx occupied an address range reserved for Windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL.

My problem is shell32.exe not Hhctrl.ocx
