Re: dreaded bios beeps
Since the last thing you tinkered with was theheatsink, I would look in that area. You might google search to see what the 4 beeps means - my guess would be CPU overheat - but even if not it will tell you a bit more about the problem area.
I trust you cleaned all the old thermal paste off carefully, using a solvent cleaner, and applied the replacement thinly and in accordance with the mfr instructions, and that the heatsink is secured properly and seated correctly.
(Edit - depending on the bios - which you didn't post - 4 beeps could indicate a timer fault (without digging further, difficult to say which one, but possibly the one that holds the CPU reset line low until the power supply has stabilised). If that is the case, it is probably new mobo time - but post the bios type and it will be easier to say for sure.)
(Edit 2 - It looks as if it is a Phoenix Bios - are the beeps evenly spaced - they should be in 3 groups (such as beepo beep space beep space beep - please post the pattern, and confirmation or otherwise that is is a Phoenix bios)

Re: dreaded bios beeps
Yup looking at the board specs it should be a Phoenix bios, have a check here
BiosCentral - Phoenix BIOS Beep Codes
and as Peter says match up the beeps, saved me a few times. I just hope its not 1-1-2 for your sake or you might have fried your CPU
Best of luck with it

POST codes shown on the LED reporter?
